if your damper is open and your chimney is not clogged then light a piece of newspaper to start the draft up the chimney. if the outside temperature is 50 or above you may not be able to get it to draft. the colder the outside temperature, the easier it is to get the draft going. also if it is windy outside you may be getting whats called a downdraft. keep trying. sorry but there is a technique to starting a fire and keeping it going. good luck.

The flue should be about 10% the size of the opening of the fireplace if your fireplace is made of bricks or clean the flue.

Are you positive the flue is completely open? Get a flashlight and look up the chimney. There is a gate called a flue that can be closed when not using the fireplace. Other than that, it could be carbon or soot deposit slowing the flow, or even nests or dead animals clogging it up higher.
